Lower your WhatsApp bill
What Meta charges for since October 2026, how to find what drives your bill, and how to cut it.
Since 1 October 2026 Meta charges for more WhatsApp messages than before, including many replies to customers. This article explains what is charged now, how to find what drives your bill, and the changes that lower it without hurting your customers. Meta bills your WhatsApp Business Account directly; STS Connect adds nothing on top of Meta's fees.
What Meta charges for now
- Messages your customers send you are free. You pay only for messages you send that are delivered.
- Replies inside the 24-hour window (free-form messages sent within 24 hours of the customer's last message) are "service" messages. Each business number gets 1,000 free service messages a month; from the 1,001st, each delivered reply is charged at the Utility rate of the customer's country. Unused free messages do not carry over.
- Utility templates (account and payment updates, follow-ups on a customer's request) are charged per delivered message, also when the 24-hour window is open.
- Marketing templates are charged on every delivery, except in the free window after a Click-to-WhatsApp ad (see below), and cost the most. Meta raised Marketing rates in several markets on 1 October 2026, including the UAE, Saudi Arabia and Kuwait.
- Billing is per delivered message, not per 24-hour conversation any more. Three short replies cost three times one complete reply.
Rates depend on the customer's country. Meta publishes them on its WhatsApp pricing page, and we summarize every change on our Platform updates page.
Step 1: find out what drives your bill
- In the portal open WhatsApp spend. It shows the estimated amount for this month, a daily chart, the split by category (Marketing, Utility, Authentication, Customer service) and by number, and how many free service messages each number has left this month.
- Look at the biggest category first. In most accounts it is Marketing; in accounts that send many account or payment updates it is Utility; in busy support teams it is Customer service.
- Under Alerts, set the monthly amount that should warn you, and turn on the alerts for 80% of the free service messages and for payment failures. The account owner and admins receive them.
Step 2: lower each category
Marketing templates
- Send campaigns to a contact list or an opt-in subscriber list instead of every contact. People who never reply cost the same as those who engage.
- Send one well-built campaign instead of several small reminders about the same offer.
- Pick the template category honestly. Utility is cheaper, but only for updates about something the customer already started (an account, a payment, a support request). Meta checks templates and moves promotional ones to Marketing.
Utility templates
- Combine updates. One message with the confirmation, the date and the next step is cheaper than three separate notifications.
- Skip updates the customer does not need on WhatsApp. A copy of an invoice, for example, can go by email when the customer agrees.
Replies to customers (service messages)
- Write one complete reply instead of several short ones. Every delivered message counts once the free 1,000 are used. Quick replies with the full answer and attachment help the team do this.
- Inside the 24-hour window, reply in free-form rather than with a template. The rate is the same, but free-form replies use the 1,000 free messages first, while a template is charged (unless the chat started from a Click-to-WhatsApp ad, see below).
- Do not send "still there?" or "thanks!" messages just to keep a conversation open. Each one is charged.
More ways to save
- Click-to-WhatsApp ads: when a customer starts a chat from your Click-to-WhatsApp ad on their phone and you reply within 24 hours, your messages to that customer are free for up to 7 days, templates included. Chats started from a computer do not qualify. If you already advertise, point the ad to WhatsApp.
- Offer other channels too. Website chat, Instagram, Messenger, Telegram and email arrive in the same STS Connect Inbox and Meta does not charge per message on them today. Offer them as a choice; do not push customers away from WhatsApp if that is where they want to talk.
- One number per real team or location. Each business number has its own 1,000 free service messages. Separate numbers make sense when they serve genuinely separate customers; splitting one team across many numbers only to multiply the free messages breaks Meta's rules and risks the account.
- Government and non-profit organisations that Meta has confirmed as eligible keep free service messages until 31 December 2027.
Keep a payment method on your WhatsApp account
Without a valid payment method in Meta Business Manager, Meta still delivers the first 1,000 replies of the month, then stops delivering them. Your team would keep answering while customers receive nothing. When the payment alert is on, STS Connect emails you as soon as Meta refuses a message for a payment problem; fix the payment method in Meta Business Manager straight away.
A quick checklist
- Open WhatsApp spend and find the biggest category.
- Set an alert amount and turn on the free-message and payment alerts.
- Send campaigns only to lists of people who opted in and engage.
- Merge notifications and replies into fewer, complete messages.
- Use Click-to-WhatsApp ads for new conversations if you advertise.
- Check that your WhatsApp account has a valid payment method.
